Seller refunded me and relisted item for more.

I won an auction this morning, paid right away. Not even an hour later, the seller refunded my money and relisted the item for more. I sent him a polite message giving him a chance to do the right thing, but if he doesn't, how do I go about reporting him for non-performing seller?|||Here ya go ..
